In Stockholm, as apparently in other major cities in Sweden, they replaced the concrete blocks used to restrict traffic on pedestrianised streets with these wonderful lions (other cities use other animals - the sheep of Gotland look wonderful too). It is a small thing to change, but going from a brutal concrete block to a more whimsical animal has a wonderful impact in the perceived friendliness of the city (at least, I think so).
